The feasibility of spectrum accommodation for terrestrial HDTV in the existing UHF TV Bands is an important issue necessary to be studied before the introduction of HDTV. This paper addresses the frequency contraint conditions of terrestrial HDTV. On the basis of these conditions, the software package HDTVFC was developed for finding out channels available to HDTV and incompatibility matrix for HDTV channel assignment. It is shown that without the use of cross polarization discrimination , it will be very difficult to find channel available to HDTV for more than one third of the HDTV stations in certain congestion area. With the introduction of cross polarization, most of the HDTV stations might find an channel available.
