In this paper, a queueing model is developed and analyzed to evaluate the performance of a number of remote and local connections subject to a simple two-level (Binary) adaptive rate control scheme. An efficient technique is developed for the computation of the individual cell loss probabihties of the local and remote connections; the dimensionality of the formulated model is independent of the associated propagation delays. Numerical results quantify the bias against remote connections of buffer management schemes which are fair with respect to connections with equal propagation delays.
