Without considering the fact that different failure modes have different loss values, the present concept of structural system reliability is merely a mathematics term and cannot lead to a rational concept design in engineering. In the paper, we study the inherent weakness of the existing concepts of structural reliability and suggest a new concept - the structural system weighted failure probability. Based on the concept, a failure loss expectation based structural optimization formulation is developed It is shown by a number of frame structure examples that the notion leads to the "strong column - weak beam" design that fits in with the engineering concept design well.
