MANAGING ENVIRONMENTAL LIABILITIES AT MANUFACTURED GAS SITES

Environmental issues at MGP sites can be significant and complex. Proactive management of potential environmental liabilities requires early attention to (1) the analysis of alternative strategies under various uncontrollable "states of the world" and documentation of the decisionmaking process to show prudence, (2) the assessment of the full range and likelihood of potential liabilities to gain an understanding of expected costs and cost-risk tradeoffs, and (3) if necessary, the development of symmetry arguments concerning who should pay for these liabilities. Through the effective use of economic and business tools, utilities can more effectively manage their MGP environmental liabilities.
