Electric utility planners, as part of the dynamic system planning process, are continually considering options and evaluating alternatives to installing new transmission lines and/or upgrading existing lines. The purposes are to increase reliability and maintain continuity of service to its customers at an optimum of cost, while meeting various regulatory and environmental requirements. Often utility system planners, with their system operators, will inspect and evaluate rebuilding and/or upgrading existing transmission lines, some that may be fully depreciated. The physical condition of the transmission facilities above ground may be determined through reviews of maintenance and outage records, as well as walking physical inspections. Determining the below ground condition of the transmission facilities is more difficult.
