A simple model leads to equations for the oscillation modes of an elec-trodynamic tether in an inclined orbit. A periodic solution is found, which previous studies and numerical simulations show to be unstable. The modal equations are used to test stability and control strategies to keep motion bounded. Damping is the tether plays a major stabilizing role. An energy-based control law is found to stabilize motion about the periodic solution.
