The Fresh Kills Landfill, located in Staten Island, New York, serves as the repository of all municipal solid waste from the five boroughts of New York City. Because of the existence of compressible soils under most of the filling areas and the urban environment surrounding the landfill, considerable importance is being placed on the relationship between filling operations and the stability of the landfill. As a result of this concern and to address Order on Consent requirements, a program of geotechnical site characterizations, stability analyses, and design and implementation of a geotechnical instrumentation program was undertaken. Geotechnical instruments have been installed within the refuse fill and foundation soils to monitor both the magnitude and rate of change of pore pressure, lateral and vertical movements, and temperature. This paper presents an overview of the subsurface conditions, the overall instrumentation plan for assessing the landfill stability, a description of the various instruments, the performance of these instruments to date, an overview of the collected measurements, and a description of how these measurements are used to monitor the stability.
