This paper proposes new facility assignment control methods,IPAC(Intelligent Path Assignment Control),using DCS (Digital Cross-connect System) for improving network survivability and fairness.The IPAC is a centralized DCS control method for assigning spare capacity in the event of a transmission-line failure.It can improve and equalize completion probabilities among switchnode pairs,by using not only path-layer network data but also circuit-layer network data such as circuit network data,traffic data and routing data.The paper first presents the concept of IPAC and then the examples of end-to-end performance evaluation obtained through call-by-call computer simulation.Employing dynamic routing in addition to IPAC is very effective in equalizing end-to-end completion probabilities.
