The universal-coding-rate (UCR) convolutional encoder and Viterbi decoder are proposed to realize high-coding-gain and high efficient forward error correction (FEC).The proposed encoder's generator polynomials are designed to realize directly high-coding-rate code.The proposed Viterbi decoder is composed of a branch metric calculator (ROMs),a speed converter and a conventional low-coding-rate Viterbi decoder.The proposed method does not require any additional operations such as bit stealing and dummy bit insertion,while it performs the same highcoding-gain as the conventional 'punctured' scheme does.The prototype encoder and UCR Viterbi decoder show satisfactory experimental performance.Furthermore,the LSI implementation is discussed and the developed VLSIs (UCR VTB LSI-I and UCR VTB LSI-2) clarify that the dramatic reduction of hardware size,power consumption and cost of the equipment is possible.Moreover,the proposed Viterbi decoder can easily apply to the other coding rate convolutional codes by only exchanging ROM table.
