After European Council’s Directive 93/15/EEC of 5 April 1993 on the harmonization of the provisionsrnrelating to the placing on the market and supervision of explosives for civil uses, the so called ”Intra-rnCommunity Transfer of Civil Explosives” has been possible between users in the member States of thernEuropean Union. In line with this new approach, the placing on the market and the supervision ofrnexplosives for civilian use are subject to essential safety requirements.rnThe explosives market in Italy is regulated by the ”day consumption of explosives” that imposes the userrnto have on site just the strict quantities of explosives and accessories that are necessary for the daily drillrnand blast activities. Any eventually advanced explosives’ quantities should be destroyed, either returnedrnto the provider’s magazine until the 24:00 hours of the same day.The case of Brenner Base Tunnel excavation in the Italian territory, where the explosive materials werernprovided by an explosives supplier from Austria is presented in this paper. The proper combination of thern”day-consumption of explosives” with the application of the 93/15/EEC Directive and Directivern2014/28/EU of the European Parliament and of the Council of February the 26th 2014, providing on siternday after day the daily quantities through Intra-Community Transfer of explosives offers an excellentrnexample of European Integration. The Brenner Base Tunnel is a flat tunnel for exclusive use as a railwayrnlink. It is designed with twin tubes, which are connected every 333 meters (1.093 feet) by bypass tunnels.rnThe tunnel is 55 kilometers (34,2 miles) long and will be connected to the already existing bypassrnsoutheast of Innsbruck in Austria. This bypass and the Base Tunnel will form the world’s longestrnunderground railway line with a total length of 64 kilometers (39,8 miles). An exploratory tunnel runsrnbetween the two tunnel tubes at a distance of 12 meters (210 feet) below them. This exploratory tunnelrnwill be constructed in sections prior to the construction of the main tunnels. Near 30% of the exploratoryrntunnel and the main tubes are planned to be excavated by drill & blast method.
