Safe operation of transmission network requires coordination of multiple decision makers who may have different objectives such as maximizing financial profit, maintaining reliability or keeping public safety. While real-time monitoring systems are able to provide dynamic rating of transmission lines under uncertain climatic conditions, taking advantage of this extra capability is only possible with coordination of all decision makers in all parts of the transmission industry to keep the interests of all the decision makers. Representing the transmission network as a complex uncertain dynamic system with a compact, problem-specific structure can help ease this challenge. This would need the specification of the state of the system by a set of variables that evolves stochastically over time using a compact representation. The complexity of the exact solution algorithm for such a model grows exponentially in the number of variables, and in the number of decision makers. This study builds a framework and approximates the algorithm that exploits the transmission network to solve problems with many trillions of states and actions.
