RD consortia as state-based technology initiatives: what types of firms participate and what benefits do they receive?

Summary form only given, as follows. States establish technology initiatives such as R&D consortia with hopes of creating additional jobs and increased tax receipts through assisting high-growth technology firms. This creates two questions: (1) are these programs attracting the right firms; and (2) are they delivering what the firms want? This empirical study addresses both questions.
