This paper first defines legacy processor systems (LPSs) including "form-fit" and "non-form-fit" variations as well as motivations for their development. Two procedures are described for developing "form-fit" LPSs along with one procedure for developing "nonform-fit" LPSs. The paper includes a demonstration of one of the two recommended procedures for developing form-fit LPSs that must meet stringent real-time timing and synthesis requirements. The demonstrated procedure leads to a testable FPGA-based prototype of the form-fit LPS.
