This study aims at improving the service standard of the Chinese national freeway control system with fuzzy logic theory. The uncertain features of the freeway system are first considered. Then, a kind of multi-level fuzzy decision-making architecture, suitable for a large complicated system, is proposed, to act as the main control strategy. The fuzzy decision-making mechanisms of three major freeway control methods based on this kind of architecture are discussed in detail. The implementation of the fuzzy decision-making on the existing hierarchical computer surveillance system is finally probed.
