Designing 'time-of-use' tariffs for local authorities

Resulting from the introduction of time-of-use tariffs by the South African national supply authority (Eskom), many municipalities are faced with the challenge of introducing their own cost-reflective tariffs. The author shows how such a tariff may be designed by taking as an example a typical small municipality.
