The author describes a project whose aim was to determine the preferred method for the US Air Force to use in remediating or disposing of stockpiled soil, contaminated with petroleum, oil, and/or lubricant (POL), at a remote Air Force base (AFB) in Alaska. This was accomplished by using the hierarchy decision process (HDP). The author explains the processes of formulating an expert panel, generating the primary criteria that affect the decision, and deriving the relative importance of the criteria and alternatives. In solving the hierarchy for the preferred method, both bottom-up and top-down aggregation approaches were used. The solution of the HDP indicates that vapor extraction is the preferred method to treat stockpiled POL-contaminated soil at Shemya AFB.
