A theoretical model to estimate multipath power delay profiles in mountainous terrain was presented by the author in 1990. The model uses concepts from the theory of radar clutter to predict the strength of signals scattered from mountains. In the present work, this theory is tested using measurements in the literature and preliminary measurements gathered by the author. Based on data in the literature, it is concluded that a normalized radar cross-section model may be reasonable for estimating the strength of signals scattered from mountains. The total power of the scattered signal is spread over a range of delay values which may be estimated from a topographical map.
