Generalization of methodology of measurement for clinical evaluation of HIS/RIS

Abstract: To establish generalized method of quantitativemeasurement of clinical effectiveness of HIS/RIS, amethod of comparison between pre/post operation of asystem and between different systems operated indifferent hospitals was proposed. A generalized methodfor calculation of effectiveness index by scorefunctions was developed. The results of measurement andcalculation were applied to look for the timing ofversion up of the systems and also will be applied tograsp the effectiveness of revised systems. We havemeasured clinical effectiveness quantitatively alongthe method of technology assessment of HIS/RIS in OsakaUniversity since 1993. Objects of measurement in HISwere time study such as consulting time, machineoperation time, machine operation time withconversation between a physician and his patient and soon. And objects of measurement in RIS were reportingtime for image diagnosis, writing time for a report andnumber of characters written in a radiological reportand so on. Actual numerical value of index wascalculated according to the developed score functionand variables measured in 1998 and 1999 for HIS, andalso according to the score function and variablesmeasured in 1993 before RIS operation and after RISoperation in 1994, 1995, 1996, 1998 and 1999. Themeasurement and calculation will be carried out inother hospitals at large and the indices will becompared between hospitals in terms of systemcharacteristics. !9
