AIR QUALITY ENVIRONMENTAL CONSIDERATIONS FOR GAS CONDITIONING FACILITIES

Over the last 20 years, the United States Environmental Protection Agency and state environmental agencies have significantly increased air pollution permitting, modeling, control, monitoring, recordkeeping, and reporting requirements for gas conditioning facilities. These requirements can significantly impact the capital and operating costs of facilities. Involving knowledgeable air quality environmental personnel from the beginning of the design of each project helps ensure that the facilities comply with the applicable requirements, thereby avoiding costly environmental agency fines and public relation problems, and also helps ensure that the required air permitting does not delay the reasonably desired installation and operation timelines of the facilities. This paper summarizes the federal and states of Oklahoma and Texas New Source Review and Title V air permitting programs, as well as the federal New Source Performance Standards and Maximum Achievable Control Technology Standards that are commonly applicable to gas conditioning facilities. Companies with gas conditioning facilities should be members of industry trade organizations who actively participate in environmental agency industry workgroups and should also have at least one designated person who keeps up with the ongoing changes to pertinent air quality environmental regulations and policies. Some resource links are provided to help gas conditioning companies keep informed of environmental agency workgroups and changes to air quality environmental regulations and policies. The most recent (as of December 2011) developments occurring in the air quality environmental arena are also summarized.
