Geographical Relations Dynamics (7): Noah's Ark in the re-urbanization age

Ever increasing social welfare costs become the most serious fiscal problems for any developed countries, though their societies have achieved highly advanced and wealthy status. Japan is not an exception. Since 1990's she has been suffering from the prolonged economic stagnation mostly because of her aging and shrinking population. When the economy advanced, sub-urbanization had developed accompany with a quick motorization so that Japanese auto-makers become the largest industry in the world. Now, due to both economic stagnation and decreasing population, Japan has to begin a retreat war keeping the current GNP per capita at a steady pace i.e., re-urbanization. Japan has to solve two-fold problem which the urban structure should be proof safe against the feasible natural disaster and secondly solving an economic problem.
