Military noise limits: How much is too much?

Military noise limits are specified by the U.S. Department of Defense (DoD) Design Standard: Noise Limits (MIL-STD-1474D). The standard has not been revised since 1997 and fails to adequately support current DoD acquisition programs. It lacks proper balance between the warfighter’s operational effectiveness (e.g., weapon lethality) and protection against excessive noise exposure. This paper describes efforts to revise and expand MIL-STD-1474D to serve as a design standard for materiel developers while also meeting the damage risk criteria requirements used for health hazard assessments necessary to protect warfighters against injuries caused by military systems.
