The authors describe the networking emulation capability developednfor the US Army Strategic Defense Command by the test environmentnsupport system enhancement (TESSE) program. This program supports thendevelopmental efforts of the Battle Management/Command, Control, andnCommunications Element (BM/C3) for the Strategic Defense Initiative.nThis network emulation capability, referred to as the network emulator,nis being used to test, in real time, candidate networking protocols,ncommunications resource control algorithms, network managementntechniques, and data link/physical link layer representations in annend-to-end fashion; thus knitting together networking configurationnitems with the Command and Control applications which normally providenthese items with control and the physical media which introducesnanomalous stimuli
