The air traffic over remote sea and land areas is performed in uncontrolled airspace due to lack of radar surveillance and ground-based navigational aids. Increasing international air traffic in a global environment without suitable surveillance systems is causing growing concern to aviation authorities worldwide. The introduction of the global navigation satellite system (GNSS) and the development of automatic dependent surveillance systems (ADS) has made it possible to use satellite technology for communication, navigation and surveillance (CNS) based on the ICAO future air navigation system (FANS) concept. The North Sea offshore helicopter traffic has been operating for many years without radar coverage in uncontrolled airspace. A Norwegian-developed ADS-contract system was tested and evaluated in Norwegian offshore helicopters. The system is now in operation for all Norwegian offshore helicopters. The system is being developed further with the addition of ADS-broadcast. A successful evaluation of such a system will allow continuous surveillance of offshore helicopter traffic over vast offshore areas on the Norwegian continental shelf. This ADS surveillance system will supplement and possibly replace radar surveillance in remote areas. The combined ADS-C and ADS-B surveillance system based on both SATCOM and VDL may allow introduction of controlled airspace over vast areas in a global environment.
