Energy Efficiency: Barriers and Strategies for South Australia

As a preliminary step in developing strategies to reduce electricity consumption in South Australia, a literature survey was conducted to examine the cost effectiveness of various measures that have been used to change community behaviour with respect to electricity use. Two measures of cost effectiveness were examined, program cost per number in the target community, and energy reduction in relation to program cost. The survey revealed few studies that provided this information, and several of those found involved multiple strategies and/or multiple objectives, so that it was not possible to clearly identify preferred strategies. Nonetheless it appears that programs that include TV presentation of information or obtain the commitment of residents to reduce energy use can be expected to provide reductions in energy use in the range 10 to 30%, at least for periods of several months.
