Abstract: The United States and other governments have increasingly engaged in technology-specific policies toward fields like advanced optics. But the data for making such decisions wisely is not available. Product data, R&D expenditure data, patent data, citation analyses, the industrial census, and technology lists all have serious shortcomings for tracking technical fields like optics. Better information should be obtained through more rigorous data collection on R&D activities and through a series of technology forecasts. !16
