In this paper we discuss the coding of image series using a MPEG-2 encoder operating at a variable bit rate (VBR). The techniques presented are used for the encoding of pre-recorded software for video on demand (VOD) and optical recording applications. First we explain what VBR coding actually is and what advantages it may have over constant bit rate (CBR) coding. Secondly we put VBR into a rate-distortion context. Next a possible means of bit allocation is given, that is, how to determine the target bit rates for the separate frames of the sequence, based on rate-distortion considerations. Finally the results of some experiments are presented, which show that VBR has advantages over CBR.
