Starting with analyzing the risk factors in water resources engineering, the evaluation system framework of risk targets is set. Combining the layer-analysis method and fuzzy theory together, a multi-layer fuzzy comprehensive evaluation model is built to measure the water resources engineering risk , which can be used to assess and rank all alternative and pursue the risk origins of project selected so as to provide justifications for risk management. Take a reservoir engineering project as an example, the paper has verified the efficiency of the model and shows that it has scientific and practical values.
