IMPORTANCE AND EVALUATION OF PERIODIC SAFETY REVIEWS IN BAVARIAN NUCLEAR POWER STATIONS

In Bavaria, periodic safety reviews (PSRs) are an important tool in the supervision concept for nuclear power plants (NPPs). Although PSRs are not required by the regulator, they are used either by supervising authorities or by plant operators to check whether measures are necessary to ensure that the plant safety is according to the state of the art. To guarantee effective performance of PSRs, a special procedure was developed. It is based on a safety goal concept and accepted by all parties involved. The objective of a PSR is to point out that the safety goals are achieved. PSRs are not suitable to prove that all detailed regulations are fulfilled. All NPPs in Bavaria have either carried out a PSR or are performing such a review at present. The results show that the safety of the Bavarian NPPs agrees with the state of the art. They also show that the operators of the plants are willing to increase the safety of their plants although this is not officially demanded.
