This paper studies the formulation of economic development plan and the coordinated development of society, economy, environment, resources, population, etc. Based on Chen Xi-kang's Input-occupancy-output technique, which derives from Leontief's Input-output technique, this paper makes input-occupancy-output extended model, and further by combining it with the analytic hierarchy process. So leading sectors choice model comes into being. Further to the first model, by combining with multi-purpose plan model, and taking into consideration the expected goal of coordinated growth of industrial structure and sector development, resources, population growth, and social development, this paper makes industrial structure and sector development optimization model. Still, by means of SDA principle, industrial structure and development deviation analysis model is set up. In the end, this paper put forward this hypothesis that sound economic growth can be achieved by means of the three above-mentioned models'recycling development.
