Global positioning system (GPS) is the most valid system in defining the location accurately and geospatial information system (GIS) is a science and technology for optimum acquisition and management of geospatial information. The integration of these two systems can provide the best strategy in rail accident management. According to the statistics, Iran bears heavy costs in rail accidents. Therefore, some studies on increasing speed and tonnage policies to minimize the accident are required. In this regard, a system has been designed and implemented for railway rescuing operation. This package has simulated the trains in the same block and with the telecommunication systems in GSM mobile routes in Tehran-Mashad track.Trains location information which are monitored by GPS have been transferred to a control centre as an off-line information and then the train location have been displayed on the rail network in a GIS environment. With the usage of the points that covered by the mobile network in Tehran-Mashad track, locational information of train was transformed to the control center and after processing, the train location has been displayed in GIS environment on a background map at a scale of 1:2500000 using a CAD software. Regarding the accident management, using the developed system in which position of important points hi rescuing operation have been introduced, the system can analyze the information in VB environment and in the event of any accidents, the concerned information can be managed. The idea of the developed system is to handle information properly with high speed and quality to optimize accident management. With the contribution of off-line GPS information, real data has been entered into the systems and rescue operation has been simulated.
