According to the situation of resource exhausted mining area where many stopes are left and the strata have subsided for many times after mining, the characteristic of further destruction resulted from the simultaneous mining at both deep and shallow levels, the subsidence laws of strata and the accumulative effect of damage are put forward. The complexity of re-destroyed strata caused by deep mining and the mechanism of decrease in anti-seismic capability is analyzed. And the evaluation methods and measures for resuming the anti-seismic capability are discussed.
