Soil resistivity changes with seasonal factor in a great range. Safety of ground grid could decrease greatly when its burial depth exceeds the thickness of frozen soil, and threatening the safety of human beings in substation. This paper discusses the grounding system design when the area of the ground grid is limited and the vertical ground rods should be added if horizontal ground grid buried in the frozen soil layer.
