This paper discussed the conception of regional integrated water resources and environment planning from the perspective of actual water saving based on the conception of water consumption control, and then established the framework of the research of integrated water resources and environment planning based on evapotranspiration (ET). The emphases of the research include the principle, objective, fundamental model, evaluation system of resources-ecosystem-environment-society-economy, evaluation principle, quantifying method and planning index.
