This study introduces a novel hybrid optimization approach, an inexact two-stage integer programming model, for flood management under uncertainty. The model is derived by incorporating the concepts of mixed integer, two-stage stochastic and interval-parameter programming techniques within an optimization framework. The proposed approach provides a linkage to pre-defined flood policies and reflects uncertainties expressed as probability distributions and discrete intervals. Penalties are imposed when policies expressed as water diversion target are violated. The developed model is applied to a hypothetical case study of flood management. The binary variable solutions represent the decisions of flood diversion-capacity expansion within a multi-region, multi-flood-level and multi-option context; and the continuous variable solutions are related to decisions of flood diversion toward different regions.
