This paper describes the results of a study conducted by the U.S. Environmental Protection Agency to evaluate the potential environmental impacts associated with the use of Orimulsion~R, an emulsified fuel produced in Venezuela. This paper describes full- and pilot-scale measurements of air pollutants generated by Orimulsion combustion and the effectiveness of air pollution control technologies in reducing emissions of those pollutants. Measurements of CO, NO_x, PM, and SO_2 taken from the literature are presented, as well as measurements taken from EPA pilot-scale testing. Where possible these results are compared to measurements of these pollutants made on the same units when burning fuel oil or coal to evaluate the impact of the fuel on air pollutant generation and emissions.
