A discussion paper on the general principles of classifying dams and prioritising dam safety investigation and investment initiatives

This paper examines the nature and purpose of dam classification systems and presents for discussion purposes, some ideas about fundamental considerations that might form the basis of a future industry accepted approach to classifying dams, dam safety concerns and investment priorities. A pseudo risk-based framework for classifying dams which also serves as a basis for managing dam safety and for investment pri-oritisation is presented. The framework can accommodate different ways of characterising the magnitude of the dam safety concerns, the consequences of failure of the dam, and the relevant policy related considerations that is consistent with traditional classification schemes for dams. Some of the difficulties in using quantified risk that render it impractical as a sole basis for dam classification and prioritisation at this time, are outlined.
