摘要

Based on analyzing the certainty and uncertainty in hydrology events, this paper pointed out the theoretical shortcomings existing in the process of uncertainty in hydrology. Further more, the existence of fuzziness in the uncertainty in hydrology is explained. Then it give the concept and method of Direct Test of Fuzzy Statistics for describing relative membership degree to flooding season and gave three cases study to show how to calculate and use the relative membership degree in practice. Moreover, the stability of the relative membership degree is analyzed. At last by an application, this paper introduced how to use the relative membership in flooding season for reservoir operation. And this will help to alleviate the contradiction between flood control and water conservancy in North China.
