Digital city, derived from that of the digital earth which has been more a development strategy than a technological notion for countries since it put forward by AL Gore, has been a heat topic in research areas and has been as a target for building the cities in some cities. E-government, an important component of digital city, plays a leading role in establishing and developing digital city, and provides new technologies and means to conventional management of urban government. With the instructional idea of CRM (customer relationship Management) the government should do their best to serve the public. Using the idea of CRM is an opportunity for urban government become more efficient and offers better services for urban citizen. It not only helps to improve the customer services, but also provides opportunities to unify access to all or most council services, to help citizen participate the urban government management, to improve departmental processes, and to enable seamless integration between citizen services and services fulfillments. So the idea of CRM is of great significance and available to the construction of e-government in the context of the digital city. How to construct a digital government with a idea of CRM in the context of the digital cities is of great significance to the management of the urban government, and as an important part of digital cites, it is also of great importance to the whole construction of the digital city. The purpose of this paper is to provide the reader with a deeper understanding of e-government in the context of digital cities and describe how to establish it with the idea of CRM (customer relationship management). In the paper, the author review the concept of the e-government and its significance and influence to the government and then based on the concept of Digital City, the significances of the e-government to the construction of the digital cities are put forward and the value adopting a CRM idea to government and the classification of the "customers "of government in digital cities are explained and discussed. Finally, based on the above theory, the author discussed how to set up an e-government application services platform and system architecture is put forward and its role on the construction of the digital cities is discussed.
