IMPROVING URBAN MANAGEMENT BY ESTABLISHING LONG-TERM MECHANISM

Through high-standing-point planning, high-magnitude investment and high-quality construction, Shanghai's urban construction has achieved brilliant accomplishments since the beginning of the reform and the opening-up drive, especially since the 1990's. Shanghai's urban management has entered a new developmental stage, which is from repaying historical debts to functional construction of the down-town hub, from emphasizing down-town area to integrating urban and suburban areas, and from focusing on construction to attaching the same importance to management as it does to construction. It is an important task for Shanghai's cross-century development to improve its urban management, better the city's public service, and enhance the city's operational efficiency. That means we will not only strengthen our urban management which focuses on today, but also search for and establish a long-term mechanism for Shanghai's management for tomorrow.
