Analysis and Enhancement of Universal Management System for Korea Information Infrastructure service

The Korea Information Infrastructure-Government(KII-G) project is to build high-speed broadband backbone networks mainly through optical fiber cables by the year 2005 to provide high speed network services at reasonable rates to government departments, local authorities, and non-profit organizations. And UMS(Universal Management System for Kll-service) is an essential system in Kll-Project and executes many tasks like management of element information of service, management of statistics, settlement of accounts, supplying interface with heterogeneous system and so on. UMS have been extended with function extension under the influence of governmental policy like new communication service, then four times reengineering have been done in that since 1997. During reengineering process just 30 database tables come up to 160 with new feature. But, that system faces with bad throughput and a serious matter - heterogeneity between systems with that extension. So there is an urgent need for adjustment of our application in consideration with appropriate data structure for flexible data service. The purpose of the paper is to analyze the cause of decline of the UMS, to present proper enhancement plans and to estimate the effect of application of each plan.
