Contract Rights Transaction --- Novel Mechanism for Decomposition of Electricity Contract

摘要

Electrical dispatch center was in charge of decomposition of electricity contracts before power system reform in China. However, the traditional methods were blamed for unfairness and economic inefficiency in the new deregulation environment. A novel market-based mechanism for electricity contract decomposition, named "contract rights transaction", is proposed in this paper, which solves the unfair problem in traditional contract decomposition methods. It is revealed that the new method is of great fairness and flexibility, which provide positive and constructive ideas for development of market-based electricity contract trade in China.
