Information System Co-Design as a Multi-Viewpoints Requirements Elicitation Process

System engineering often states that respecting diversity during the upstream stages of a system designing is an unavoidable feature of the designing process. In the field of Information System, the ability to evolve is currently a pivotal quality of its software components. In order to introduce the necessary dynamics of any current organization in its Information System, a framework is presented to view an Information System in a persistently designing state where each actor involved is a designer of the system. As the stakeholder of a particular viewpoint on the Information System, each actor triggers activities which are cooperating processes viewpoints are traces of which. A six-stage method is then sketched to organize the information system so that it is similar to a persistent multi-viewpoint designing process. Requirements engineering is one of theses stages and is no longer dedicated to the upstream stage. These principles are applied to the information system design of an research organization specialized in strategic watch.
