Non-Vessel-Operating Common Carrier and Its Development in China

摘要

This paper discusses the concept and characteristics, current situation, supervision, especially the legal nature of NVOCC. Comparing the features of NVOCC in China and the USA, we find they are quite different in supervision authority, operation scope, financial security, freight rates filing, and B/L registration. By studying the characteristic, rights, obligations, responsibilities of NVOCC; comparing the NVOCC's B/L to the shipping company's B/L; analysing the operations of NVOCC and international freight forwarder, NVOCC is obviously a new and important part in China's shipping market. Through the analysis of market access, surety bond, B/L management and standardization requirement in China's NVOCC market, we put forward some suggestions for the development of NVOCC in China based on the custom, social condition and laws associated.
