Conceptual Metadata Schema Model of Document Records in e-Government

The metadata schema for records management must have not only the information elements inherent in records themselves, but also the robust structure that can realize the specialization required by application domains and manage the life cycle of records management business. The metadata system should be consisted of a set of appropriate metadata elements based on the conceptual information model of records domain and have the robust framework that can support the semantic refinement and interoperability required by the diverse applications domains. This paper analyses the core principles and features of metadata schema, and then suggests a novel method to develop metadata schema for records management systematically and effectively. This paper presents the conceptual information model of records management domain and derives a set of core conceptual metadata elements based on ISO 15489 and 23081, and show how to implement the records management framework.
