In this paper, we propose a method of improving the quality of service in multi-layer cellular systems using flexible channel allocation scheme (FCAS) for prioritisation of handover requests. In addition, we utilise, Service Prioritisation Queuing Scheme (SPQS), which is a generic queuing method that can be adapted to the range of services proposed for the 3G wireless systems, for the purpose of decreasing the dropped calls. The combined system is expected to have higher efficiency over the wide range of the offered traffic. Computational results suggest that high efficiency can be achieved by applying overlaying macrocell system, employing FCAS and handover priority system. The combination of this handover-ordering scheme and FCAS can be used to improve the system capacity and efficiency, taking into account the user behaviour and service type. The proposed scheme is compared to FIFO queuing, resulting in improvement in prioritised call dropping at the expense of some increase in dropping rate of other calls.
