STUDY ON FLAT MANAGEMENT APPLYING TO BUS STRUCTURE INNOVATION

As the market competition pricking up, the enterprise should establish effective management mode, implement flat management, reduce management cost, and which are important. The characteristic of flat management is to decrease administrative levels, increase administrator range, and the decision-maker implement "face to face" direct management to each function office and foundational department, so as to settle such abuse of rank management as levels superposition, many leaders, each does things in his own way, information dissever and so on, to expedite informational currency, to reduce administrant chains, consumedly to decease administrant cost. In order to co-operate management system reformation of Bus Group, Bus Company establishes detailed flat alteration scheme. That is to divide bus structure into holding bus mode, canceling bus mode and canceling dominative production management department of bus mode. Then the paper compares and analyzes the advantage and disadvantage of the three modes, and adopts weight average method and quantitative analysis to ensure that the optimized scheme is holding bus and canceling four dominative production management departments, and re-conform stations and lines to realize direct management to bus motorcade. The adjustment can cut current management structure and manager, shorten management chain, increase management efficiency, reduce management cost, and implement flat management to stations and lines.
