'EC Policy towards the Microsystem SME - Service or Disservice?'

SMEs account for the majority of innovation, new products and turnover! in the world today. However EC policy and behaviour is stifling such entrepreneurship in the EU. Examples include: a Framework R&D fund not targeted or compatible for SMEs, restrictive state aid rules that prevent Governments backing highflying companies that could make a difference and the poorest payment record of any organisation in the civilised world, with some payments as late as 4 years! Despite public declarations these and other policies demonstrate that the EC do not understand or care about SMEs.
