In 1996, the Florida Department of Transportation (FDOT) began the implementation of Superpave. The specifications incorporated the recommendations of the Strategic Highway Research Program (SHRP) and, in addition, for high traffic areas (interstates) the mix was required to be coarse graded (below the restricted zone). The Superpave mix on a large interstate project was found to be permeable. A permeability test was developed; a benchmark acceptable permeability value was determined; a relationship between coarse graded Superpave mixes and in-place air voids was developed; and density specifications revised for coarse graded Superpave mixes. A requirement of 94% of Gmm was specified to assure the relative impermeability of coarse graded Superpave mixes.
