The cost/performance ratio of small satellites for remote sensing has improved to the level where operational remote sensing missions can be undertaken with micro-satellite technology. A number of missions currently launched and planned offers the potential of an operational remote sensing capability for the price of a small satellite program. Access to space with a single satellite does not constitute a sustainable space program. Focusing on remote sensing applications, a space program can ultimately lead to the utilisation of decision making information from a space resource. The paper will review reasons for a space program in developing countries and review a number of remote sensing missions suitable for small satellites. As a case study the progress in South Africa is described. The paper concludes that small satellite technology for remote sensing enables developing nations to leapfrog into a sustainable space program.
