Development of Public-Private-Partnerships for Integrated Urban Infrastructures

The paper presents key drivers of public-private-partnerships for integrated urban infrastructures and the impact on design-build projects. In future the decline of government budgets will, not only in emerging countries, require increasingly the privatization of public transport infrastructures and services for a contract period, while assets continue to be public. Flexible project financing and risk allocation can support the process of metropolitan infrastructure development. Virtually, private firms achieved and demonstrated their ability for higher efficiency with fast-track construction management, GMP-contracting, outsourcing and strategic alliances. Therefore, public-private-partnerships require in the development stage an integrated approach with all partners to implement an appropriate project vehicle and capital structure.
